The LAW and the Amphibs. These days the laws to get a car on the road get more and more strict. Import of a car within the EU is more or less easy since 2006 at least to the Netherlands If a manufacturer can convince you that his product can be imported into your country then GO FOR IT! Make sure that you know your local laws. In July 2006 the info I was given :It is very hard to import SVA cars to Holland. They are asking to many documents that SVA cars do not have. In September 2006 I'm told that import is; an administrative process now. AND it does include SVA cars Well I know now: They CAN and WILL ask for: documents or data that SVA cars do not have. Like the maximum axle loads engine power etc. but nothing imposible. In Germany September 2006;
In most western countries: The vehicle has to conform to all the legal rules that are in function on THAT DAY. This is also true when you import a used vehicle. By law it has to comply to the rules on the day it was build. Do not forget the IMPORT LAWS for your coutry. By law EUR (E.G.) countries has to accept import vehicles from other E.G. countries as they are, without making extra demands. Just and administrative process! One law will let you import a car EASY. Second law, (the
yearly checkup) CAN give problems with
emission, lights and safety.
A recent donor vehicle has a modern engine, and it will pass the exhaust emission test of today. When you are building a kit car, can the donor engine comply to the emission test when it is ready? An after 2005 model can have an original engine that only reach the before 2005 emission norm.That has to do with the import laws!!! With (wheel) bearings or seals that are in contact with the water you can use fats and oils that do not react with water. Better think about pollution. Know the local laws and know the future laws. In many countries it is forbidden to wash your car in the street, because of the water pollution. You have to empty your boats bilge in a special tank in the harbor. To keep it short! In Switzerland it is ILLEGAL to swim an amphibious vehicle. Keep it clean, then there is NO reason to outlaw Amphibs. Chassis and the law. In most EURO countries it is easy to get a kit car or a turn key street legal. Keep the original engine, chassis and axles. The building date of the chassis tells what (emission etc.) laws are in place. That is it in a nutshell on this side of the canal. SVA in Great Britain gives so much more possibilities.
But NO change in hell we ever will get something like that.
If you want a 5 or more seater with a 200 liter fuel tank and a hard top etc. Then you have an over standard weight on the donors axles and springs. I pass the technical problems and implications! Under SVA that is no problem! In Germany an extra load is possible. In Belgium and Holland it can give a problem. with a body swap project. With an import car (Netherlands) the inspector CAN demand that you give the homogenization papers for axle load etc. (cars after 1998). There are more bumps in the car import than I can explain in short and the rules do change. Different folks, differed laws. Differed rules are in place when you import from USA to Europa and from the East to the USA etc. and vice versa. I'm talking about exhaust emission, break tests, seat belts, air bags, lights and crash tests etc. But there are NEW Hot Rods etc. build without airbags, so there ARE ways to get your dream on the road.Nothing is impossible. Some things are ILLEGAL. You will have some problems when you are selling your 1979 registered Amphib that was build in 2005. ;-) The info on import to Holland was moved to the "MY AMPHIB" pages. |
